Calculating your bill
Overview
The local authority works out the Business Rates bill by multiplying the rateable value of the property by the appropriate multiplier. This factor, known as the "non-domestic rating multiplier", is fixed each year by the government. Your bill is then adjusted to take account of transitional arrangements.
By law, multipliers cannot go up by more than the rate of inflation, apart from some minor adjustments to counteract losses from appeals and, in relation to the standard multiplier, to pay for small business rate relief.

Transitional arrangements
Transitional arrangements phase in the effect of significant changes in liabilities that arise from the 2017 revaluation of non-domestic property. Where appropriate, these arrangements will operate until March 2022. There are limits on the percentage by which bills may increase or decrease each year. Special rules deal with changes in rateable values and the merger or splitting of existing properties.
