Introduction:
Chiltern District Council has responsibility for licensing Hackney Carriage and Private Hire Vehicles, Drivers and Operators within the Chiltern District area under the Local Government (Miscellaneous Provisions) Act 1976 and The Town Police Clauses Act 1847.Chiltern District Council's Licensing Committee has resolved to undertake a public consultation on amendments to its existing Hackney Carriage and Private Hire Policy.
The principle objective for the Taxi Licensing Authority is the protection of the general public who use licensed Hackney Carriage and Private Hire vehicles.The draft policy outlines a number of new proposals on updating how the Council deals with licensed drivers, vehicle proprietors and operators.
The
existing Hackney Carriage & Private Hire Licensing Policy [482kb] was adopted a number of years ago and, in line with other Licensing Policies, is due for review. The revised draft updates the existing policy which has been updated on a piecemeal basis over the years.

Why are we consulting?
To give the hackney carriage and private hire trade and other interested parties the opportunity to be involved in the review of the conditions and policies. As part of this process an equalities impact assessment will also be undertaken.
What are the key changes proposed?
Proposals include:
- The introduction of a limousine and novelty vehicle category
- The introduction of a penalty point system to aid enforcement
- The tightening of the age policy for new and existing licensed vehicles
- The tightening of the rules regarding the use of executive licence plates
