What happens if I get a parking ticket in a car park in Chiltern?

  • There is now a two tier system in operation for parking fines and they are £70/£50.

  • If you pay within 14 days this is discounted by 50% to £35/£25.

  • If you think you have grounds to contest the issue of the ticket you can appeal in writing to Chiltern District Council (the address is on the ticket) and say why you think the ticket was incorrectly issued. Don't forget to include your name, address and ticket details.

  • If your appeal is received within 14 days from the issue date of the ticket your case will be placed on hold at the discounted amount. We will answer your appeal in writing. If payment is still required you will be given 14 days from the date of our letter to pay the discounted amount.

  • If you don't pay or want to appeal further you must wait for the following

  • 28 days after the issue of the ticket if the case is not closed, the Council will apply to the DVLA for details of the registered keeper of the vehicle.

  • Once these details are received a Notice to Owner will be posted to the keeper requesting full payment of the PCN

  • You have the option to pay the full fine amount or make a formal representation (appeal) to the Council.

  • If you make a formal representation we will write back to you with our decision. If we decline your appeal a formal notice of rejection will be sent to you, if you disagree with this decision you have the option to appeal to the Traffic Penalty Tribunal (TPT)

  • If you do not pay after 28 days a Charge Certificate will be sent increasing the fine by 50%.

  • If the fine is not paid within 21 days from the charge certificate, the case will be registered at the County Court and Bailiffs will be instructed to recover the charge plus County Court and Bailiff costs.

How to Appeal

All appeals must be made in writing this is the statutory procedure laid down in the Traffic Management Act 2004. You may appeal (make an informal representation) against a PCN within 14 days of it's issue to the Council. When writing please ensure you include your name, address, the Penalty Charge Notice number and vehicle registration mark. Once an appeal is received the case is placed on hold whilst the circumstances are considered. A reply will be sent in writing. This letter will either cancel the Notice or advise you of the reasons why the notice will not be withdrawn.

Your cheque should be made payable to Chiltern District Council.

Please ensure that you quote your PCN number (beginning with CE) and your vehicle registration on reverse of your payment.

By post using the payment slip to Chiltern District Council, PO  Box 406, Amersham, Bucks HP6 5TB. Allow 2 working days for 1st class post and 5 for 2nd class.
