Compliance
In order for a householder to comply with the Regulations the government has authorized a "Competent Persons Scheme" which allows registered electricians to design, install and certify that their work complies. They will issue a Certificate to the Local Authority stating compliance has been met once the electrical works have been completed and tested.
The "Competent" electrician will have to belong to Government Approved Scheme. These include BRE Certification, British Standards Institute, NAPIT Certification Limited, NICEIC (National Inspection Council for Electrical Installation Contracting), ELECSA Limited. Other bodies are authorised to carry out certain electrical works which may be necessary as a consequence of carrying out other works such as installing a boiler. Further information on these bodies can be obtained by contacting your Building Control Department.
If a member of a competent persons scheme is not to be used then this must be stated in an Application to the Local Authority Building Control Department. They will undertake a check of the works possibly involving a qualified electrician. It should be noted that failure to use a competent person may result in the work not being Approved under the Building Regulations in which case legal action could be taken and additional expense incurred by the householder.
Where a consultant such as a Qualified Electrician is engaged the Council reserve the right to levy an additional charge on the home owner for any costs incurred including the consultants Fees.
